lang/php70: DTRACE option is not valid on DragonFly

Note that following the OPTIONS_EXCLUDE+= line appears to redundant
and could be removed, and the OPTIONS_EXCLUDE_FreeBSD_9 line should
be "=" operator, not "+=", from what I can tell.
