lang/ypsilon: Update sources and fix builds

• Remove MASTER_SITES and add USE_GITHUB to fetch sources from new location
• Add USE_GCC= to fix builds failing with CLANG
• Add LICENSE and LICENSE_FILE
• Update pkg-descr
