audio/py-mutagen: small changes

• make python version overridable, so we can reuse the Makefile from a slave port
• remove patch file, because it is too simple to not implement the replacing in Makefile
• utilize shebangfix against tools installed to ${PREFIX}/bin and mark this port concurrent-safe to get the tools prefixed with python version
• bump PORTREVISION because of package change
