cad/kicad-devel: Fix faulty IGNORE message which falsely traps DF

• OSVERSION needs to be coupled with OPSYS
  • BROKEN_FreeSBD_9 might have been a more appropriate method
• Marking ignore for GCC is faulty logic, it builds fine on GCC that is provided with a good math lib

This restores building on DragonFly.
