Fix the logic of the POPT_PORT option.

• POPT_CONFIGURE_WITH should actually be POPT_PORT_CONFIGURE_WITH
• The whole ^POPT block logic is reversing the logic
• Bump PORTREVISION since we have a change of dependencie
