Update webcamd to 4.2.0.8.

• Add webcamd.conf to SUB_FILES instead of doing it manualy
• Exclude the CUSE option if it present in base
• Make use of Option handlers for MAKE_ARGS variables
• Remove bogus text before the do-configure step
