mail/mailx: set zero arg to sendmail, not send-mail

This was probably a decade old oversight, but mail has spawned as
"sendmail" but set with first argument as "send-mail", requiring mail
wrapper to know both sendmail and send-mail. The path and zero argument
should match, so let's do that here.
