Append "chipmunk/" to MASTER_SITE_OVERRIDE, if set.

Also, add ftp://ftp.freebsd.org/pub/FreeBSD/distfiles/chipmunk/ to
MASTER_SITES, in case the real master site is unavailable. This is
admittedly ugly, but a fix to bsd.port.mk to handle these cases is
not trivial.
