For consistency with other USES toggles I think build fits better however I think the cmake configuration bits should be broken out from build into a separate toggle or combined into another toggle.

There's no source tarball so USE_GITHUB is correct, in general just stick with what the handbook says about Rust and Go.
Remember to credit submitter correctly using the ´git --commit´, reference PR and use Reviewed by: entry (don't forget to add previous version).
