Summary

Proposed update to 3.1.0

the two removed patch files don't apply and they look not necessary anymore.

the commenting out fiaa #if 0 of the updater functionality is superceded by the -DBUILD_UPDATER:BOOL=OFF CMAKE_ARGS, or at least that looks like the case to me.

Test Plan

Tested compiling it in poudriere for all supported releases and running it on my head machines successfully.
