Due to some housecleaning, we no longer need a loran(4) manpage (the
driver's gone). A digi(4) manpage, however, would be useful.

hea(4) is similarly gone.

bms@ actually wrote a sab(4) manpage but it wasn't hooked up to the
build until yesterday. Record its new status.
