x11-wm/bbpager: add LICENSE

License is GPLv2 and add LICENSE_FILE (COPYING).
Add ice and xft to USE_XORG.
Remove COPYING from DOCS.
Remove empty NEWS and INSTALL from DOCS.
Pet portlint and portfmt.
