net-mgmt/andwatch: Add new port

ANDwatch monitors Arp (IPV4) and Neighbor Discovery (IPv6)
packets, maintains a database of IP address to hardware
address (Ethernet) mappings, and issues notifications when
the hardware address of an IP address changes.
