net/rssguard: update RSS Guard to the latest version 4.5.0

Uphold newly introduced USE_SYSTEM_SQLITE with USES+=sqlite.

At this point, no new features are planned for at least 4-5
new releases as the author must concentrate on fixing bugs
and polishing already existing features.
