*/*: Add a backup master site to all Xiph.org ports

The downloads.xiph.org master site requires TLS1.3, which is not
supported by FreeBSD 11's OpenSSL and fetch(1). Add ftp.osuosl.org
as a backup to all Xiph.org ports.
