sysutils/elephant: look for LOCALBASE/etc/xdg for installed providers

github.com/adrg/xdg specifies only /etc/xdg as the configuration
directories. However, LOCALBASE/etc/xdg is usual in FreeBSD. So add
the path to the config directories.
