comms/gnuradio: Update to 3.8.4

• Removed guile as it is not needed

All notable changes to GNU Radio will be documented in this file.

The format is based on Keep a Changelog
and this project adheres to Semantic Versioning,
starting with version 3.7.12.0.

Older Logs can be found in docs/RELEASE-NOTES-*.

API is compatible with C++ code written against previous v3.8 releases.

ABI (link time) compatibility is not guaranteed. Out-of-tree C++ code
linked to previous v3.8 releases should be rebuilt against this version.

• Set VERSION_PATH to 0 in new modules, instead of using GIT rev

• Add "shift" parameter to Log Power FFT

• Fix: tags on the last sample were not shown

• Fix: U and V channels were reversed on sink blocks
