devel/rebar3: unbreak build and update MAINTAINER.

I forgot to upload the 'cache' distfile but the build would pass
the local poudriere tests just fine, so I noticed that the 'cache'
file is not required anymore after the '_checkouts' hack.

This means that the port no longer depends on my hosted files and
can pass under erlang@ at last \o/
