misc/gedkeeper: update GEDKeeper to version 2.25.1

• The .NET Framework has been downgraded to version 4.7.1 for compatibility with some versions of Mono (Fedora, FreeBSD)
• Add missing dependency on xdg-open(1), respect WITH_DEBUG
• Kill needless stray slash at the end of the directory name
