rP426009: devel/libosinfo: update to 1.0.0 and handle split
Summary

As of version 1.0.0, libosinfo was split into 3 packages: OS database files,
CLI tools, and the library itself. According to this:

  • update devel/libosinfo to 1.0.0
  • add sysutils/osinfo-db-tools version 1.0.0
  • add misc/osinfo-db version 20160728
  • add an UPDATING entry to outline conflicts between the old version of libosinfo and osinfo-db-tools which install files with the same names
