net/netatalk3: Ports cleanup

Summary

• Remove all legacy OPTIONS code in lieu of OPTIONSNG
• Mark DTRACE as broken
• Add install-strip INSTALL_TARGET
• Add new option ZEROCONF to implie either AVAHI/MDNSRSPONDER
• Move option TCPWRAP to LIBWRAP as predefined by options.desc
• Move option KRB5 to KERBEROS5 as predefined by options.desc
• Add USES=gettext
• Reorder USES
• Update pkg-plist for OPTIONS_SUB=yes
• Remove unnecessary lines from pkg-install
• Make patch file 'make makepatch' compatible
• Remove pkg-message as a conditional installable file for etc/pam.d/netatalk
• Make proper use of @sample and remove unnecessary lines
• Bump PORT revision
