security/libfprint: Do not reset when initialize

Summary

FreeBSD do a full hub reset on port when calling reset from userspace
libusb. It should be fine. However, the fingerprint on my Framework
laptop takes 1.9 sec on the first request, which makes fingerprint has a
2.3 second delay and become hard to use. Linux looks like keep all xfer inflight so it is not a big problem on Linux.
