Summary

Update the OTP 28 runtime to 28.4.2.

Some files shipped by the Erlang runtime changed location between
28.3.1 and 28.4.2, which breaks databases/couchdb3's packaging list.
Regenerate couchdb3's pkg-plist and bump PORTREVISION in the same
review since the two changes are only useful together.
