rP410457: - Add support for USES=tar:tbz2
Summary

Judging by distinfos, there are at least 7 ports which use distfiles with .tbz2 extension (databases/rrdmerge, games/dungeoncrawl, irc/charybdis, security/ike, sysutils/raincoat, www/anyterm, x11/fbpanel). Now they have to define EXTRACT_SUFX as there's no matching USES=tar:* variant, so add support for USES=tar:tbz2 to simplify them.
