Fix a broken link at https://www.freebsd.org/publish/:

• https://docs.freebsd.org/en/books/handbook/#bibliography is not a bibliography, it's a front page.

Test Plan

This trivial edition – two characters in a single-sentence paragraph – does not require review, however I'm taking it as an opportunity to troubleshoot a UX problem with Phabricator.

• Shift-right to extend the selection by one character (to include the invisible character that ends the paragraph)

Whilst I don't plan to investigate the cause of the earlier problem that was pictured at https://reviews.freebsd.org/file/data/koyy6l3tyzvm3a4xjg3s/PHID-FILE-ufsoljz7vz4oxifitjbb/image.png (a comment lower than intended), the bug pictured below is enough for me to realise that selection behaviours can be peculiar in Phabricator.

It seems that the triple-click in the midst of line 20 was misinterpreted by Phabricator as extension of the selection to include the preceding line (19):
