rD47333: Add Korean language support to the doc build system. Modified version

Summary

Based on files from Hoyoung Kim in https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=202699, update the Korean language doc build files to correctly handle the Korean language.

ko_KR.UTF-8/share/xml/l10n.ent was added as a binary file originally, and I changed those properties. SVN properties on other files were added or corrected, and I think all are correct now.
