multimedia/handbrake: update to 1.5.1

Summary

HandBrake 1.5.1 has been released.
This patch upgrades multimedia/handbrake port to 1.5.1.

First, thanks for adding a new port of multimedia/onevpl.
HandBrake switched to use this port for dispatching media encoding library.
I changed port option name to make this change explicit.

And I updated CONTRIB libraries that has been updated by the upstream.

Test Plan

• build on amd64 and i386 successfully.
• build on FreeBSD 13.0 and 12.3 successfully.
• works on amd64 with onevpl.
