Summary

Came accross this while dealing with something that depended on
libvips>=8.9.0

Test Plan

Built on poudriere without network, tested minimally the software
that required libvips>=8.9.0 (https://gancio.org/)

Hopefully this saves the maintainer some time, but since I'm not familiar
with vips, further tests from them would be required.

I had misunderstood the workflow to contribute to ports and a contributor raised a bug with this exact same patch before; that will probably be merged quicker: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=243674
