Summary

Dropping HIPE, NATIVE,& DTRACE allows these to be used until either
a fix from upstream is forthcoming, or the OTP version drops off
their supported versions list

Test Plan

check 11.3-RELEASE x86, 12.1-RELEASE x86 across OTP versions
