net/relayd: Update to 7.4.2024.01.15-p0

This fixes recent build failures.

Also:

• Do not pass -lpfctl to LDFLAGS. Relayd's build system is already doing that.
• Remove the bsd.own.mk patch, which support for armv6 and armv7 builds. The patch has been upstreamed.
