Part of the series for allowing FreeBSD/ARM to run on Xen. On ARM the function is a trivial pass-through, other architectures might need distinct implementations. Originally there was also, "xen/intr: introduce xen_pic_assign_cpu", but this commit almost disappeared with the PVHv1 removal. The remainder is appropriate to squash.
