Most register of the PCI header need to be emulated. Add a hook emulate them.

The command and status register of the PCI header require hardware access. All other register of the PCI header are fixed values or require emulation anyways. GPU passthrough requires the emulation of some special register. It will be implemented in another source file. For that reason, export the emulation handlers.
