When stopping if_awg clear tx/rx buffers. go over transmitted frames and increase counters. Then cleanup any untransmitted buffers. And then cleanup the RX buffers.

Stale packets should not be transmitted when the interface comes up after being down. Count the successfully transmitted ones for statistics and drop the rest.
