The previous commit, r475448, didn't upgrade the port from 3.1 to 3.3.2. GH_TAGNAME should have been modified as part of the change. In order to upgrade from 3.1 to 3.3.2, add an upstream patch from @bcran for `src/util.c` to add `#include <netinet/in.h>`. While here, add pump support/fix the pump disable option by passing the proper configure flag when pump support is disabled. Finally, use the upstream install target for distcc and cherry-pick pieces that were installed previously, plus ones related to the optional pump support. Sponsored by: DellEMC
