Add this check for classes where it was missing, and always return EPERM. The exact return code is currently ignored, but it helps to be consistent in case this ever changes.

These checks were inconsistently applied across the various hwpmc classes. The condition is already checked by the generic code in hwpmc_mod.c, so remove them.
