This is the main work of upgrading to LXQt from 0.13 to 0.14. All lxqt-l10n packages are now obsolete, but not removed in this diff. (yet) Posted here now so that @rigoletto can work on https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=234814 and https://reviews.freebsd.org/D18840. A bug is posted for pcmanfm-qt https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=235394 for maintainer approval.
