Previously interrupts with empty names were being unconditionally omitted from output, even if -a was given. Now *always* output interrupts with non-zero counts and make -a simply output everything.

`vmstat -i` was implementing an interface rather distinct from what the kernel had. This might be what it looked like before, but now I'm surprised it isn't producing line noise.
