www/py-django-bootstrap3: Ignore releases newer than the 11.x branch

• Support for Python 2.7, Django 1.11 and Django 2.0 was dropped in the 12.0 release.
  
  Set the PORTSCOUT variable accordingly as Django 1.11 remains in the Ports tree until 2020Q2.
