www/py-dj21-django-taggit: Ignore releases newer than the 1.1.x branch

• Since the 1.2.0 release the support for Django 2.1 was dropped. Set the PORTSCOUT variable accordingly.

• Also add repo-copied Django 2.2 package from r500138 to CONFLICTS_INSTALL entry while I'm here.
