www/node10: Update 10.15.3_1 -> 10.16.0

Update to the latest Node.js 10.x LTS release.

Bump minimum version requirements on build dependencies to match the
versions of the bundled dependencies. Regenerate patches with
make makepatch, after fixing conflicts due to the bundled openssl
being upgraded to 1.1.1b. pkg-plist has also been updated after the
openssl upgrade.
