Makefile.inc1: Make NO_INSTALLKERNEL less of a hack

Rather than adding a dummy entry which requires everyone to know to skip
it, introduce a new INSTALLEXTRAKERNELS which contains the set of
kernels to install as kernel.KERNCONF.
