Be explicit about COMPAT_ARM_SOFT_FP.

Would help if you spelled it the same.

Spell the option the same everywhere.

Is it still worth pursuing this? (i.e., do we know of folks with old ARM binaries that are running into trouble with 11.x?)

What do we do with this change?

I've had no requests in the last 4 years since I posted this...

Just abandon it then I guess?
