Telegram, Discord, Slack, Amazon SNS, Gotify, etc.

Test Plan

Poudriere builds fine on 13.2, 13.3, 14.0 (amd64).
Portlint, portclippy, portfmt looks fine.
I don't forget git commit --author.

I don't commit it because sabnzbd requires this port with py-paho-mqtt but the newest py-paho-mqtt 2.0.0 isn't compatible with apprise.
