By default, with no arguments or with the `lib` argument, implies `iconv` with build-time and run-time dependencies. `build` implies a build-time dependency, and `patch` implies a patch-time dependency. If the port uses the `WCHAR_T` or `//TRANSLIT` iconv extensions, add the relevant arguments so that the correct iconv is used.
