Чтобы получить бесплатный доступ (в виде бюджета пользователя), нужно принять участие в этой программе, для чего достаточно зарегистрироваться на сайте. Этот доступ предназначен не для игрушек, целью программы является предоставление новейших систем разработчикам для тестирования, построения и переноса своих приложений на самые быстрые в мире компьютеры.
