lang/gcc11-devel: Update to 11.3.1.s20221021 and enable D lang compiler
- Update to 11.3.1.s20221021.
- Enable D lang compiler (second attempt): this time the values in libphobos/libdruntime/core/sys/freebsd/config.d have been updated to include FreeBSD 14 (CURRENT), and while here the values corresponding to FreeBSD 12 and 13 have also been updated to the latest supported version [1].
