security/zeek: Add fine grained DEBUG options

Allow the user to pick from DEBUG, MINSIZEREL, RELEASE, and
RELWITHDEBINFO options instead of just DEBUG. Don't STRIP with DEBUG
or RELWITHDEBINFO. Make some minor whitespace changes suggested by
portfmt.
