mail/fetchmailconf: avoid polluting BUILD_DEPENDS

The RUN_DEPENDS+=BUILD_DEPENDS may pull ccache in as run-time requisite,
so let's flip the assignments and make BUILD_DEPENDS use RUN_DEPENDS to
avoid just this pollution.
