sysutils/py-ansible-lint: Set TMPDIR to ${WRKSRC}

Ensure pytest temporary files are created under ${WRKSRC} so the
testing files will be cleaned up by make clean. Otherwise this can
leave a tree of hundreds of files under /tmp.
