sysutils/nvme-cli: Fix port

• Use DISTVERSION (and consistent)
• Define LICENSE_FILE
• Remove CXXFLAGS, project uses C
• Patch meson.build instead of abusing pkg-plist
• Fix pkg-descr
• Rearrange Makefile so it follows Porters Handbook more closely
